FUNCTION AND SCOPE:
This position is a unique
opportunity to work with national experts in cardiovascular care to develop
clinical observational patient data registries and performance
measures/metrics on processes and outcomes of care.
MAJOR DUTIES AND RESPONSIBILITIES:
- Implement methodologies that provide the scientific
foundation for the development of hospital and/or ambulatory patient
registries for the National Cardiovascular Data Registry
(NCDR). Provide expertise in the development of:
- Clinical data sets including data elements and
definitions as well as data quality submission criteria and thresholds;
- Performance measures and other complex quality
indicators including, but not limited to, composite and risk adjustment
measures for reporting to NCDR participants, including algorithms
definitions
- Measurement instruments for data collection and
analysis
- Manage complex model development with academic
analytic centers including manuscript submission to peer reviewed
journals.
- Serve as staff liaison and/or content expert to physician
workgroups and/or committees, including presenting development work at
committee meetings, seminars, and national conferences.
- Manage multiple projects simultaneously and
independently and applies currently accepted project and program
management approaches to clinical data set and measure development
activities.
- Lead process for endorsement of measures by external
organizations (e.g., National Quality Forum), as needed.
- Support clinical customer relations and program
manager staff in addressing issues related to data set definitions or
measures/metrics.
- Support research and analytic and reporting services
staff in implementation of NCDR registry measures/metrics in external
stakeholder (e.g., private payer, Centers for Medicare and Medicaid,
health systems, etc) programs.
- Lead or support tasks related to government or
private contracts, dependent upon funding.
- Demonstrates a high degree of productivity and
adheres to deadlines.
REQUIRED QUALIFICATIONS:
- Masters in health-related discipline and 5 years
experience in the performance measurement or quality improvement field
or Bachelors and 8-10 years experience in the performance measurement or
quality improvement field.
- 3+ years related work experience in evidence-based
medicine, technology assessment, or health services research, with some
technical understanding of specification development and implementation
of performance measures.
- Strong organizational and project management skills
with the ability to organize multiple tasks and set priorities under
strict deadlines.
- Demonstrated excellent oral and written communication
skills.
- Ability to communicate the project scope, schedule,
and requirements to key external and internal stakeholders
- Demonstrated ability to initiate, plan, execute, and
monitor projects and/or programs
- Ability to oversee and manage complex relationships.
- To Ability work independently, but also in a matrix
project team structure with physicians, executives, contractors, consultants,
and other staff.
- Proficient with Windows-based office software
products, especially MS Word, Excel, and PowerPoint.
- Available to travel up to 15%.
DESIRED QUALIFICATIONS:
- Clinical experience or knowledge of cardiovascular
medicine.
- Experience in outcome research or quality improvement
processes.
- Public speaking and presentation skills.
- Familiarity with MS Project software
- Familiarity with National Quality Forum, measurement
endorsement process, and the overall quality measurement landscape.
- Familiarity with standard health-related
terminologies, e.g., SNOMED, ICD, CPT, LOINC, RxNorm, etc.
